News provides a procedural framework for public conflicts, or the public dimensions of conflicts that encompass both public and private levels, without being able to deal effectively with the individual case. Procedurally, the news media are well-developed, with ways of processing disputes on almost any topic, but substantively they appear to be empty. In its own rationalizing self-descriptions—statements of its text ideology—the US press boasts of its neutrality in this regard.

Reporting the urban disturbance of the 1980 Miami riots, for example, the local and national news media not only reported what happened—arson, looting, and murder—but urgently addressed the question of what it The Dark Side of the Media | 37 meant.
