To underline the point, whereas there was a 65 per cent increase in the number of students participating in tertiary education across the globe between 2000 and 2009, there was a 77 per cent increase in the number of foreign students over the same period (UNESCO, Institute for Statistics, in OECD [2001b]). However, it is not just the tertiary education sector which benefits from, and stimulates, this global movement of students. As the OECD puts it: Connecting the unconnected 11 As national economies become more interconnected and participation in education expands, governments and individuals are looking to higher education to broaden students’ horizons and help them better understand the world’s languages, cultures and business methods.
